Shedding
The fact is that dog hair is shed. However, the frequency of the hair shedding is influenced by the length of the hair coat to some extent. The long-haired breeds that need to be clipped have anagen-predominant hair coats. Short-coated dogs have telogen predominant hair coats. Telogen hairs are the hairs that are shed.
Another factor is grooming. Dogs like terriers as well as long-haired breeds require frequent stripping or brushing. Stripping in fact, removes the loose telogen hairs that would otherwise be shed. Brushing does the same but that does not equate to not shedding. Almost the only dogs that do not shed hair off are the corded breeds, because the shed hair is caught up in the dreadlocks in these dogs. Another factor is activity and swimming.

Owner's can learn to control when and how dog hair is shed, by brushing, toweling, stripping combing bathing grooming or lots of outdoor exercise, though. If you COULD stop shedding or slow it up, you would end up with a dull, dry-looking, bleached out ugly hair coat, as all the hairs would be old and split.
